Serpents of the Caduceus are the Ganglia
The two snakes in the Caduceus are the two ganglion and the staff is the spinal cord as depicted in the Hindu version of the nervous system. The poisonous snake has become a symbol of good health because the psychic cleansing of the nervous system begets good health.

Lord Krishna had control on his sushumna and this is represented as He having control over the Kalia Naag.
